ÖD-Streik: Keine Nullrunde bis 2024! Sofortige Tabellenerhöhung mit Sockelbetrag!

Gewerkschaftlich Aktive haben eine Unterschriftenliste gegen die Annahme des Schlichtungsergebnisses im öffentlichen Dienst gestartet. Wir schließen uns an und spiegeln den Aufruf zur Unterzeichnung.

Die Schlichtungskommission hat im öffentlichen Dienst ein Angebot zur Verhandlung vorgeschlagen: Insgesamt 3.000 Euro steuer- und abgabenfreie Inflationsprämie bis März 2024, ab da 200 € und anschließend 5,5 %, mindestens aber 340 €.

Das ist, bei einer Inflation von 7,3 %, ein Einfrieren der Gehaltstabelle bis zum März 2024, was sich ebenfalls auf Renten- und Sozialabgaben auswirkt.

Berechnen wir dieses Angebot für einen Angestellten der Lohngruppe E4 (bspw. Müllwerker, Hausmeister, Sicherheitsmitarbeiter). Sein Gehalt liegt heute bei 1676,65 € netto. Wird das Schlichtungsergebnis angenommen, steigt sein Gehalt 2023 überhaupt nicht, und 2024 auf 1865,57 €.

Vergleichen wir das mit einem einfachen Inflationsausgleich: In diesem Fall nehmen wir eine Inflation von 7,3 Prozent an. Damit steigt sein Gehalt im Jahr 2023 auf 1799,05 und 2024 auf 1930,38 €.

Daraus ergibt sich mit dem Schlichtungsergebnis ein eindeutiger Lohnverlust! Sowohl prozentual, als auch (und noch viel mehr) in der Summe der Gehaltseinbußen liegt das Verhandlungsergebnis der Schlichtungskommission weit unter einem Inflationsausgleich.

Damit wird auch der Begriff der „Inflationsprämie“ endgültig ad absurdum geführt. Schon in den vergangenen zwei Jahren haben sich im gesamten öffentlichen Dienst durch das Tarifergebnis von 2020 (1,4% 2021 und 1,8% 2022) mit der Inflation verrechnet deutliche Lohneinbußen ergeben: -1,7 % im Jahr 2021 und -6,1 % im Jahr 2022.

Bei ihrer Einführung sprach Olaf Scholz von einer „Unterstützungsleistung zur Abmilderung der finanziellen Folgen der Inflation“. Nun soll diese Prämie, statt für vergangene Einbußen on top auf einen in der Gehaltstabelle verankerten Inflationsausgleich ausgezahlt zu werden, statt einer tabellenwirksamen Lohnerhöhung ausgezahlt werden. Dieses Vorgehen ist zynisch.

Noch dazu liegt eine 24-monatige Laufzeit weit über den von ver.di geforderten 12 Monaten, und es ist nicht abzusehen, wie sich die wirtschaftliche Lage in dieser Zeit – mit einer am Horizont aufziehenden Bankenkrise – entwickeln wird.

Kurz: Das Ergebnis ist nicht annehmbar!

  • Wir fordern die Bundestarifkommission auf, ein Angebot ohne sofortige Tabellenerhöhung mindestens zum Inflationsausgleich abzulehnen.
  • Wir wollen, gemeinsam und mit unserer Gewerkschaft ver.di, weiter mit voller Kraft einen Erzwingungsstreik vorbereiten
  • Wir kämpfen weiter für sofortige Lohnerhöhung, mindestens 500 Euro und 12 Monate. Wir schlagen außerdem eine Kündigungsklausel vor, die eine Kündigung ermöglicht, sobald die Inflation die Lohnerhöhung überschreitet.

Open Letter: Public sector strike: No zero increase until 2024! Immediate table increase with base amount!

The conciliation commission has proposed an offer for negotiation in the public sector: a total of €3,000 tax- and contribution-free inflation premium until March 2024, €200 from then on, and 5.5% thereafter, with a minimum of €340.

That is, with inflation at 7.3%, a freeze on the salary scale until March 2024, which also affects pension and social security contributions.

Let’s calculate this offer for an employee in wage group E4 (e.g. garbage collector, janitor, security guard). His salary today is €1676.65 net. If the arbitration result is accepted, his salary will not increase at all in 2023, and to €1865.57 in 2024.

Let’s compare this with a simple inflation adjustment: in this case, we assume inflation of 7.3 percent. This means that his salary will increase to €1799.05 in 2023 and to €1930.38 in 2024.

This results in a clear wage loss with the arbitration result! Both in percentage terms and (and much more) in the sum of the salary losses, the negotiation result of the conciliation commission is far below an inflation compensation.

This also finally renders the concept of an „inflation premium“ absurd. In the past two years, the collective bargaining result of 2020 (1.4% in 2021 and 1.8% in 2022) has already resulted in significant wage losses across the entire public sector when offset against inflation: -1.7% in 2021 and -6.1% in 2022.

When the premium was introduced, Olaf Scholz spoke of a „support payment to mitigate the financial consequences of inflation.“ Now, instead of being paid on top of an inflation compensation anchored in the salary scale for past losses, this bonus is to be paid instead of a salary increase affecting the scale. This approach is cynical.

What’s more, a 24-month term is far longer than the 12 months demanded by ver.di, and there is no telling how the economic situation will develop during this time – with a banking crisis looming on the horizon.

In short, the result is unacceptable!

  • We call on the Federal Collective Bargaining Commission to reject an offer without an immediate table increase at least to compensate for inflation.
  • We want to continue, together and with our union ver.di, to prepare an enforced strike with all our might.
  • We continue to fight for immediate wage increase, at least 500 euros and 12 months. We also propose a termination clause that allows termination as soon as inflation exceeds the wage increase.
